As U.S.-China relations continue to deteriorate, trilateral arms control with Russia seems out of reach. David C. Logan, Ph.D. candidate at Princeton University and a Pre-Doctoral Fellow at the Massachusetts Institute of Technology, gives a realistic assessment of Chinese participation in formal trilateral agreements. In the short term, parallel bilateral talks with China and Russia—with an emphasis on risk reduction and crisis management—may be the most practical path forward to signing successful arms control arrangements between the three countries.
